The Casper Drillers will host the 2nd Annual Bob Stephens Memorial Tournament June, 17th through June 19th.

Tournament Rules
1) Rules are governed by The American Legion Rule Book
2) Starting pitchers and/or his replacement will be allowed up to 8 initial warm-up pitches. Pitchers will then be given 5 pitches to warm-up between half innings. (UMPIRES: Enforcement of the 5 pitches between innings is mandatory)
3) Can use DH for Pitcher only
4) Eight run rule applies after 4 1/2 (if the home team is leading) or 5 innings (if the visiting team is leading). Ten run rule applies after 3 1/2 (if the home team is leading) or 4 innings (if the visiting team is leading). These are put into place to help keep tournament on schedule.
5) No new inning will start after 2 hours and 10 minutes. Only that portion of the inning necessary to determine a winner will be played. Time will officially start with the first pitch of the game. In case of a tie after 2 hours and 10 min, teams will go into tie-breaker scenario. Each team will start the next inning with a runner on 2nd base and no outs. The runner will be the last person out from the previous inning. Exceptions: The Championship game Sunday at 1pm will be played with no time limit until a winner is determined.
6) Home team is pre-determined by looking at first team on bracket. Casper Drillers will automatically be the home team for all pool play games and will have the Home Dugouts at all fields. Home Dugouts are 1st base at Lansing, 3rd Base at Crossroads and Tani Field.
Exceptions: Home team for Sunday’s seeded games will be determined by a coin flip.
7) In an attempt to remain on schedule, and with games scheduled 2 1/2 hours apart. Teams will not get a pre-game infield, as an effort to stay on schedule.
8. Ground rules will be explained during the pre-game coaches meeting.
- Coaches must wear their protective helmet.
- Players and equipment are to remain within the confines of the dugout.
- Ball is dead when it “breaks the vertical plane” of the front of the dugout.
- Gates are to remain closed to bullpen area and near dugout.
- On deck batters should assist with passed-balls (with no runners on) and foul balls behind home plate. Each team should assist with foul balls down their base line.
- NO BAT BOYS!!!!
- If player coaches are used, they must wear a helmet outside the dugout.
9. Tiebreaker criteria/Seeding within in the pool
- Overall record
- Head-to-head record.
- Team that had the least runs allowed
- Team that scored the most runs.
- Coin flip.
Tournament winner will come from Sunday’s 1pm game between the two #1 seeds from each pool.
